    It is noted that the same tremendous developments in technological adaptations that has brought about advancements in several economies including ours (to an extent) is also exhibiting untold hardships on our people!!! Silently, the situation is creating brand new class of poor people! POVERTY – continually, threatening the correction to this number 1 consideration of MDG in our society, despite successes recorded in telecommunication in Africa and in the face of a prolonging recession in Capital Markets and all other economic systems as a result of poor level ICT literacy and penetration. Our recent community pilot on digital literacy shows that majority of the photographers who had earlier run successful photo studios years back are winding up! The same is of many trades and services that ICTs may have influenced greatly and for which our citizens does not have its education as a HUMAN RIGHT – taking Ruwanda as an example! It demands that our governments, civil society, private sector urgently attend to this situation in a manner that will manifest in adequate investment on the citizens in this regard so we can also share in the joy of acceptable digital literacy by 2015 as advised by the United Nations.

    In Nigeria where the SiDO.Liberty is originating, there are 774 Local Government Areas (LGAs).
    Each local government area is administered by a Local Government Council consisting of a chairman to whom this initiative is imploring should consider its implementation for the benefit of the people in the community, and for encouragement of their quality participation in nation building.

    In the very near future, neigbourhood youths are expected to collaborate with one another on their ares of specialisation especially in Information Communication and Technology education and proficiency opportunities in other tertiary institution courses like engineering, management sciences, social sciences e.t.c for improved service rendition capabilities towards private and public sector organisations who are now keen in outsourcing services to experienced consultants than employement of people with with shallow labour skills.
    Software development has been one very outstanding profession that where these unemployed youths can be given opportunities to learning cutting edge skills that makes them now have capacities to fill the extreem low local content gaps currently bein generated for lack of attention by government who are yet to see why subsidy or full free eductaion in this regard can become top priority in their administration's considerations and processes.
    These communities will now begin to enjoy the services of affordable local technology service providers and therefore become more sustainably responsible to the citizens.

    < br/> SiDOFactory scope will include but not limited to:
    Local content and innovation for improved economic development solutions to government and the private sector;
    Collection of taxes and fees;
    Establishment and maintenance of social properties such as cemeteries, burial grounds and homes for the destitute or infirm;
    Licensing of bicycles, trucks (other than mechanically propelled trucks), canoes, wheel barrows and carts;
    Establishment, maintenance and regulation of markets, motor parks and public conveniences;
    Construction and maintenance of roads, streets, drains and other public highways, parks, and open spaces;
    Naming of roads and streets and numbering of houses;
    Provision and maintenance of public transportation and refuse disposal;
    Registration of births, deaths and marriages;
    Assessment of privately owned houses or tenements for the purpose of levying such rates as may be prescribed by the House of Assembly of a State; and,
    Control and regulation of out-door advertising, movement and keeping of pets of all descriptions, shops and kiosks, restaurants and other places for sale of food to the public, and laundries.
    Once this happens, then any government in the center can visibly be responsive to the indices collateable from the entire country and form a basis for measuring the growth in the administration of the country's Millenium Development Goals policies. In September 2010, at the pre-comp meeting of the United Nations Global Alliance for ICT Development, UN-GAID at the UN headquarters, New York, and before the Special Adviser to the Nigerian President on MDG, it was declared before the whole world that Nigeria's visions might as well be a mirage if appropriate development programmes are not sincerely pursued in a manner that we become more measurable and capable of sifting the right growth parameters into the UN-GAID MDG eNabler (strategic eplanner framework).
    My recent Corporate Social Responsibility Awards by CRS NigeriaAwards is one of so many rewards while alive spurring the Programos Software Group to continuing our dear advocacy for youth empowerment and good space of ICT for the Elderly in the society - SiDO.Liberty Africa Initiative was formed to champion this intervention.

    Established in 2011, the Programos Foundation, headquartered in Lagos, NIGERIA, is a not-for-profit and non-governmental organization in Nigeria that takes into consideration need to advocate for free and highly subsidized information-technology-enabled-services entrepreneurship education among our growing unemployed graduates from the tertiary institutions in our society. It is an advocate, educator, catalyst and facilitator, promoting the wise use of knowledge economy endowments for sustainable enterprise development, entrepreneurship development for our graduate and undergraduate youths and institutional effectiveness.     Preamble:
    Why was the Programos Foundation established?
    Going by the fact that Nigeria’s off-shoring potential is enormous; and the nation boasts of very valuable and growing Business Processing Outsourcing, BPO, industry, which is currently largely dominated by other economies like India, China and Malaysia; Nigeria’s impact is largest missing in the global outsourcing opportunities for which countries like India had leaped in breadth and bounds due to active participation and global acceptability for quality standard of information technology enabled services identified in Indian, Chinese, and Malaysian youths by the western world.
    What is its ROLE in National Development?
    Recent research by the World Bank have shown that most western countries are now trying to cut costs and focus on their core management competencies; Nigeria with strategic benefit from its high, increasing-literacy population, location and position as the largest market place in Sub-Saharan Africa, exhibits a less expensive cost advantage trend to the western world as a more attractive BPO destination. Other roles of our intervention include: Significant job creation, Keeping our young men and women employed in self initiated ventures or in gainful employments, New wealth creation in Entrepreneurship, New skills /capacity development, Strengthening of policies to making our nation comply with global acceptable standards, Increased transparency, Increased global as well local confidence in the Nigerian brand, Increased efficiency and productivity at all levels for immense contribution to a digital economy, Greater quality of the Nigerian product which is required to compete in the global marketplace
    What is its ROLE in economic development?
    This therefore, indicates that if Nigerian graduates now can become highly proficient in qualitative information technology enabled service rendition, for which our organization is set to promote and inculcate an expanded entrepreneurship incubation, based on their various professional education from our tertiary institutions, Nigeria would have become ready to bountifully harvest from the enormous foreign exchange available within these international opportunities space and begging to be exploited. This will promote a diversified economy by reducing our dependence on oil, Increased FDI and Increased Marketability of the Nigerian brand.
    What is BPO i.e Business Process Outsourcing?
    The transfer of specific business functions (and/or processes) that have traditionally been handled within an organization to a third party, in this case, our youths with the benefits of such requisite capacities that eNable them to now offer specialized services to jobs now being created by the global outsourcing industry trend.
    What is ITES i.e Information Technology Enabled Services?
    ITES is the act of rendering services as may be requested by an organization or industry in a specific information technology methodology for the purpose of increasing quality and accuracy of expected results, rather than manual processes, and in a manner that still fulfill the apparent business process (i.e operational guidelines) of the requesting party.

    At the Global Public Policy Summit, GPPS, of the World Information Technology and Services Alliance, WITSA, in the distance country of Southampton, hamilton, Bermuda, 2009, i saw that when as a developing nation you are robbing minds with the very advanced ones, you immediately feel and see the gaps of your own country from the global reference for every sentence they make at the summit. I felt very disturbed! Why? Back home, things are painted the way they want others see it! Frequent policies are pushed when it is known from point one, they will not work, having been comprised prior to implementation.
    It is a place where a federal ministry will invite you to partake in state assignment on merit and the next minute another decision is made behind you without notice. A place where at my first contact with a former president, commander-in-chief of my country i was promised of an elevated working infrastructure as a software developer in a national software park, but all hopes for the reality of the national software was park dashed within 72 hours. Even as a democracy, we operate a junta administration seemingly emphasising government by a dozen oppressive double-headed citizens above the law of the land and superior to not any order. An upright government personality i measure by actions democratically reflective of respect and accountability for the public office engaged! As a priviledged software developer it is of immense readiness that i continue to impart ICT education extensively and as globally as i can even where corridors of the promoters are shut within my country! There is hope in courage! I will keep investing in Global Public Policy Summits. Mexico GPPS November 2011 a must attend! For me, seeing the future, is preparing for it! Vision 20:20:20 whose time is ticking away on his website is no childs-play! 50 years gone! What will we as a nation look like the next 50 years? Everyone need take up a responsibility to groom the next fellow. Free and highly subsidized Graduate re-skilling for job and/or quality service creation in the country mandatory. If you have the capacity in this regards then you need not be begged to support the raving capacity buiding initiatives which will promote more private sector participation in nation building.

    Programos Foundation with its SiDOLiberty Africa Entrepreneurship project is set to incubate millions of Nigerian and non-Nigerian graduates and undergduates in specialized services on ITES and BPO i.e. IT-Enabled-Services and Business-Process-Outsourcing. The match towards speedy development of Nigeria calls for concerted effort of Nigerians’ full participation.     The SiDO.Townhall initiative, as the name implies, is a Digital Literacy Popularisation Initiative that roams ICT awareness campaign and a set of FREE Community Development Workshops on ICT career education for Community Leaders and Youths of the communities. It is administered with formal endorsements from the Chairmen, Local Government Authority and Chairmen, Community Development Associations across states/regions of our pilot in any Country.
    SiDO.Siwes was created to complement the filling of the gap now yawning between undergraduates and the benefits of out-of-school and office practice exposures of the Students Industrial Work Experience Scheme aka: Industrial Attachment. Today, so many of these students are used to run errands where they have been attached at all! Students logs are managed as if actual work experiences have been imparted. This continues in the system as if it is normal hence this little intervention to trully expose as much as we can afford with support from well meaning africans and institutions.     SiDO.Varsity, in partnership with 2beautiful Initiative and several international content providers, is a scheme that offers modern software development skills education to both ICT and NON-ICT students while in the Universities, Polytechnics e.t.c. This initiative gives answers to our undergraduates' questions like “AFTER SCHOOL WHAT NEXT?”. This initiative is run within University institutions, polytechniques, and secondary schools.     SiDO.Grad is our flagship initiative for which empowers unemployed graduates of diverse disciplines from our tertiary institutions.
